SEM. Desire wulfran Gbolie IPO

Ambassador Extraordinary and Plenipotentiary of the Republic of Cote d' Ivoire to Japan, the Philippines, Indonesia, Singapore and Australia.

Born on March 20, 1964 in Korhogo in Ivory Coast, IPO Ambassador Gbolié Désiré Wulfran is married, father of four (04). He holds a master's degree in private economics from the Felix Houphouët -Boigny University in Abidjan and a higher cycle diploma from the National School of Administration in Abidjan.

 

Positions held in the Central Administration of the Ministry of Foreign Affairs:

 

1992-1994: Research officer in the Press and Information Department (Minister's Office)

1996: Member of the Ivorian delegation to the 51st UN General Assembly

1994-1997: Research Officer in the Personnel Department

1997-2005: Second Counsellor in charge of Economic Affairs at the Embassy of Côte d'Ivoire to the People's Republic of China
2010-2014: First Counsellor at the Embassy of Côte d'Ivoire in Brussels 2014- 2017: Minister Counsellor at the Embassy of the Republic of Côte d'Ivoire to the Kingdom of Belgium, the Grand Duchy of Luxembourg and to the European Union.

2018: Appointed Ambassador, 1st echelon, by Decree No. 2018-169 of 19 February 2018.

Positions held abroad

Ambassador IPO has held several positions at the Permanent Representation of Côte d'Ivoire to the United Nations in New York, chaired the 58th session of the Economic and Social Council's Commission for Social Development and participated in several international meetings and negotiations.

2018: Ambassador, Deputy Permanent Representative of Côte d'Ivoire to the United Nations, in New York.

2018-2019: Member of the Security Council team of the Permanent Mission of Côte d'Ivoire to the United Nations during Côte d'Ivoire's term of office at this body.

2020: Chairman of the 58th session of the Commission for Social Development of the United Nations Economic and Social Council.

2021: Rapporteur of the Caribbean Regional Seminar of the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples, held in Dominica.

2022: Vice-Chairman of the office of the Caribbean Regional Seminar of the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples, held in Saint Lucia.

2022: Co-facilitator of the negotiations on the final declaration of the high-level meeting on improving road safety, held from 30 June to 1st  July 2022.

2022: Co-chair of the multi-stakeholder round table on “Integrating sustainable safety into sustainable development - political will and a whole-of-government approach”, organized as part of the high-level meeting on improving road safety.

2022- 2023: Chargé d'Affaires a.i. of the Permanent Mission of Côte d'Ivoire to the United Nations.

 

Ambassador IPO Gbolié Désiré Wulfran is fluent in English. Passionate about literature, music and hiking, he is an Officer of the National Order of Côte Ivoire.
